  • 2 pounds ground beef (pan-fried and drained)

  • 4 cups frozen hash browns
  • 1/2 cup white onion (finely chopped)
  • 1/2 cup celery (sliced 1/4 inch thick)
  • 2 cups carrots (peeled and sliced 1/4 inch thick)
  • 1/2 cup red bell pepper (diced)
  • 1/2 cup green bell pepper (diced)
  • 3/4 cup instant rice
  • 1 can tomato soup (10 ounces)
  • 20 ounces water
  • 1 teaspoon dried oregano
  • 1/2 teaspoon dried basil
  • 1/4 teaspoon garlic powder
  • 1 teaspoon salt
  • 1/2 teaspoon ground black pepper
  • 1 can diced tomatoes with juice (28 ounces)
  • 2 cups shredded cheddar cheese
